I also like the repair install.
First though, I would check to see what services are running.
I just had an infected machine doing something similar. It finally scanned clean but there was a broken install of Kaspersky that was wrecking the works.
Once that was properly uninstalled, and I ran sfc /scannow, everything was happy.
